Improve changelog translation documentation

Translations of changelogs only have an effect in the short period from when they get created to when the release that shows them happens. Since people on weblate started contributing them outside this period better communication is needed.

gh-actions could do this by automatically deleting change logs post-release (although deletion isn't really clean).
