Don't attempt to sign libraries if signature isn't available

Every time I clone this repository I need to remove the post step for signing since the build won't complete otherwise.

Unfortunately I really don't know much about Visual Studio stuff (I'm a CMake user), but changing this would certainly help people contribute.
