Doppelsoeldner Tier 1

Adds Doppel's 5 tier 1 abilities and Double Pay Earn (which was removed). Also includes the basic attack for 2 handed swords and Shock, one of the common status ailments. Punish does not yet deal increased damage to targets that are knocked down, as Knockdown is not implemented yet.
