[NBEATSx] Add exogenous block

Description

The original NBEATSx model (https://www.sciencedirect.com/science/article/pii/S0169207022000413) proposed an exogenous block with a Temporal Convolution Network encoder. The current nbeatsx implementation lacks this exogenous block.
