[RFC 0193] TOML Flakes

As a mere community member I have a proposal for an improvement to flakes. This can be done concurrently with the efforts to bring already developed flake related features up to scratch as part of stabilization. Let's get out of analysis paralysis and move the project forward in a way that's positive, not just focused on tech debt and inclusive of community input. Yes, I believe we need more flakes RFCs, precisely because they didn't fit into the original one.
