--clear-symbol-version not documented

Describe the bug

The flag --clear-symbol-version is missing from the man page (patchelf.1) and the readme file.

Steps To Reproduce

man patchelf doesn't mention the flag --clear-symbol-version.

Expected behavior

A clear and concise description of the flag --clear-symbol-version is displayed ;-)

0.12

Additional context

I just read the readme file and noticed "New --clear-symbol-version flag." in the release history.
