cc maintainers in Issues by scanning for attribute paths

Scan an Issue for attribute paths in order to invite maintainers to the discussion. To make it easier, we could add an attribute path field to the issue template.

Motivation: Often when issues are opened, the issue opener doesn't search for / add a maintainer handle, even though maintainers exist.

The issue template nowadays includes an attribute field.
