Add devel target for shell with devDependencies

Without --nodev npm2nix generates expressions also for all dev packages, but those are not included anywhere. Would it make sense to have an additional target with dev dependencies to support development shell with nix-shell? (Optionally those could be included in build target unless --nodev is given, but that would change the existing behavior.
