Description of changes

Update SDRplay API version to 3.15.2 and add udev-rules file to package. Adds support for RSP1B and RSPdx R2.

Thew new SDRplay distributable has the udev-rules embedded inside the install script instead of a seperate file as it used to.

Things done

Updated the version to 3.15.2. Added a writeText to add the udev rules file manually.

@zaninime Didn't get to it yet. But my main issue is the proposed other solution. I'm to unfamiliar with Nix to properly judge udevRules and passAsFile solution, especially since I do not know how it exactly works, but it sounds even more hacky than the writeText solution.
