upgrade apache-ant to fix SOURCE_DATE_EPOCH bug

Ant versions prior to 1.10.13 might fail to parse the SOURCE_DATE_EPOCH environment variable, setting timestamps to a wrong value (see ant/WHATSNEW and Fix integer overflow when parsing SOURCE_DATE_EPOCH by mizdebsk · Pull Request #186 · apache/ant). This is problematic in Nix since it sets that variable for reproducibility.
