[Funding]: Marketing team discretionary funding for "show kits"

Description

Recently at FOSDEM we had a great deal of interest in Nix, but we did not do well with regards to swag, booth presentation signs, stickers, flyers, etc.

Marketing team can facilitate the obtaining and distributing a set of swag to those who will be going to conferences, meetups, and have these materials ready ahead of time. Each attendee doing individual requests is more logistics, process, and requires lead time. The idea is for the community to have a larger cache of these items distributed around the globe.

Pre-purchase and distribute "show kits" consisting of items that would be useful for the community to have quick + easy access to. The marketing team is responsible for the budget and tracking distribution.

Since the foundation is getting funding requests, we might want to be able to also direct them to the marketing team in case they want banners and things like that. And also register them to the event registry. Something to figure out later...
