Ask GitHub if we can get the Enterprise edition

Given the size of the project, we could make use of more fine-grained user permissions.

For example, right now, it's not possible to give admin access on all the repos, without also making the users owners of the GitHub organization. This would be super useful to delegate some of the day-to-day admin tasks to the infra team.

We'll have to build a bot that adds all the repos to the admin team.

I started inquiring with a few GitHub folks, but I'd like to coordinate this effort. Who else has contacts or has done some work on this?
