`.envrc` should be extended via an `.envrc.local`

Currently, it seems that shell development parameters are uniformized but incompatible with my developer stuff.

I can hack it easily away, but on the long run, we should provide defaults and let expert override back things via an .envrc.local model where it's in the gitignore and run after the classical shell activation.
