There are two dimensions to subscribe on an issue:

Either, you just want to keep being informed of updates, therefore, we need an RSS feed for event changes on an issue. Either, you participate in the mitigation and you want to be added as an extra maintainer to steer the mitigation.

An issue therefore can have an extra_maintainers field who are considered as maintainer of the package.
