Cannot use device due to busy status

User reports, that Storage device constantly returns BUSY status, which makes it impossible for him to use its features via HID commands, namely Encrypted Volume.

User suspects pcscd using the device's smart card and thus blocking the device further. It works under Windows.

Expected behavior:

Storage device's features could be used in parallel to CCID access and no BUSY status should be shown longer, than 10 seconds.

Environment:

OS: Fedora 28 Firmware: v0.51 OpenSC v0.18

After the OpenSC downgrade to v0.17, the delay comes down to 60 seconds (instead of earlier minutes or hours).
