Add GPG support for Nitrokey 3 to udev rules

So far, Nitrokey 3 can be used as a GPG Smartcard. Unfortunately some Linux distributions are very restrictive when it comes to external devices. The udev rule for using the Nitrokey 3 as a Smartcard was missing.

Are the udev rules still maintained in this repository as an upstream, or are they only meant to be maintained by the different linux distributions?
