🤖 Bot: Implement chat bot

Description

Using Hugging face API to create a bot to start conversation with our community members.

Behaviour

  • [ ] The bot should be able to have some basic conversation
  • [ ] First test the bot on a dummy discord server
  • [ ] The code and PR should follow the contributing guidelines of Nimbleedge.
