Update PyPI

The newest version on PyPI is 2.3-dev. This is assumedly not as new as the 2.3 
version here. Note that pip no longer finds binaries from external sites as it 
did when this release was made.

We're a bit confused about how to update python-progressbar downstream in Fedora: https://bugzilla.redhat.com/show_bug.cgi?id=1218533

A fresh update to pypi would help clarify all that.

@niltonvolpato would you be so kind to push recent progressbar with all the merges as a new release to pypi. Please let me know if you need any help one way or another
