[Web] Full divider shown for a single pixel offset before it starts animating in

During horizontal scrolling for a single offset value the divider suddenly goes up to the state of 1 (when it should be at 0) then suddenly drops to 0 and animates back up as it should.

The bug seems to reproduce only on the web build using a precise scrolling device and a low density display.
