Refuel system broken

Refuel system seems broken. Last commits to that system I believe was these 3:

Seems its only over MP, AI refuelling works fine.

MIght be an issue in FG

Voodoo3 could also not refuel over MP with F-14 (FG 2020.3.11)

So seems to be a FG issue.
