[Melee/Ranged] Self-healing rework

Added Self-healing to all the Melee and Ranged DPS jobs. I would like job designers to check if they find the priority of those heals appropriate (I concerned about it causing drifting). You can move them and PR back to me or tell me where and I'll do it.
