[MNK] Weaving fix.

Fix Monk attempting to weave up to 0.5 before GCD (most obvious during Meditation Uptime). Set to 0.64 to afford maximum lag compensation with all reasonable GCDs. Added melee range check to Riddle of Fire to prevent ranged/nontargettable boss issues. Changed Meditation Priorities. Added using Elixir Field/Rising Phoenix at max range whilst not moving or 0.5 less if moving so it isn't wasted whilst out of range, prioritised above Meditation.
