Create checklist to track the bots implemented features

The main README file lists a lot of features the bot will have. Not all of those features are implemented. Create a checklist (see the README in the chef directory to see how) to document if those are implemented.

Once all features have been documented, I will create tasks to implement the features that dont yet exist.
