Bug: Extremely Narrow Artifact Allocations

A few artifacts have allocation ranges of exactly one DL, making them incredibly unlikely to be seen even disregarding their rarity.

Manwe (line 606), alloc:80:80 to 80 Rog (line 832), alloc:15:20 to 20 Boldog (line 907), alloc:35:20 to 20 Dramborleg (line 1082), alloc:70:60 to 60 Eol (line 1158), alloc:10:10 to 10 Vinyamar (line 1333), alloc:4:40 to 40 Glorfindel (line 1684), alloc:60:10 to 10 of the Elements (line 1817), alloc:4:30 to 30

Addendum to this, I just realized that going by Manwe's alloc_prob it's actually really common—literally the only reasons you don't see it a whole bunch are because of Valinorean Sword rarity (not actually that rare, they're not super common but I see them often enough) and because its range is exactly 1 DL.
