Look into updating eslint

ESLint is out of date, but every time I try to run the update I get loads of peer dependency violations. There seem to be a lot of config standards that don't support flat config yet.

It would be nice to actually get everything up-to-date, so this requires looking into to see what we can updates/need to replace.
