not creating a4-access.json keyfile during deployment

for some reason this level won't ever deploy correctly....1,2,3,5 work fine...haven't tried six yet.

Level initialization finishes fine Deployment operation finishes... Level setup started....never gets a completion and message etc... and drops back into the terminal...

PS. This is some really good work you have done btw!
