Global Notifications Settings

Is your feature request related to a problem? Please describe. It's a little cumbersome to have to individually go to the settings of each room you enter in order to set the notifications to "Mentions only" rather than all messages - which is a mess if you're in any active rooms.

Describe the solution you'd like Either allow users to set a global default in their settings (preferred) or have a lower notifications default than "All messages"

Describe alternatives you've considered Those are the only two options I can think of right now

+1! Element web does have a "Use default" option in room notification settings, so I guess the option exists in the matrix spec?

Funnily enough, element for android also lacks the "Use default" option and treats it as "All messages" instead... https://github.com/vector-im/element-android/issues/3652

+1! Not sure why this would take so long to implement. This seems like a pretty standard feature, and necessary for most people who are presumably in more than one or two rooms/spaces. At the very least, setting the global default to 'mentions only' behind the scenes shouldn't be very complicated and would be a more sane default than 'all messages'.

Because none volunteered to implement it. Since I don't need it, I prioritized stuff, that is useful for me. I'm sure some day someone will have an interest in implementing this.
