Toggling Bar Lock Prevents Enable Disable Changes

There are a two different issues here:

• If you have a bar Enabled -> toggle bar lock on -> then disable the bar. It keeps the bar visible whether bar lock is toggled on or off.
• If you have a bar Disabled -> toggle bar lock on -> then enable the bar. You are unable to see it or change it's position without first toggling bar lock off and then back on again.
