[Documentation]: Refocus the Extension Tutorial

What would you like changed or added to the documentation and why?

Participants at the 2022 NWB User Days suggested that it will be useful to further consolidate the PyNWB extension tutorial and the extension tutorial on the nwb overview website . To achieve this we should:

1. Refocus the PyNWB extension tutorial to focus on PyNWB-specific aspects, e.g., using data with extensions (e.g,. read)
2. Tutorial, walking through a specific example of creating and using an extension

In this way, the nwb-overview page would focus on providing a detailed step-by-step guide, while PyNWB would focus on a simple example and PyNWB-specific topics.
