[WIP] Decoding tutorial

This PR introduces a new tutorial example on EEG decoding approaches used in eeg-notebooks that I've been working on with @JadinTredup during the BrainHackON coding sprint. It is still in progress, but I wanted to share it in case anybody would have feedback at this point.

I had to build the documentation and I'm not sure I did it properly - please let me know if there are things I need to fix on that side.

This looks really good, but has unfortunately seemed to stall.
