Adds a test of the .Ncs file already in the testing repository under Cheetah_v6.4.1dev.

From what I can tell the failure here is caused by the lack of a test file. However, when I pull ephy_testing_data from the gin repository I get a copy of that file. Not quite sure what is going on here.
