Create units submodule

Here is a starting draft for making a units module.

@apdavison is this roughly what you had in mind? Or were you thinking of something else? I'll clean up more docs etc once we agree that this is the direction we want to go.

Also I don't think I would really alias this but if people wanted an alias let me know.
