• approve creation of votes on certain conditions, e.g. if campaign-quorum is long enough, if bytesParameters encode calls to valid addresses, if amount of offChainVoteParameters make sense
• ?: we could also put the offchain-voting under this control, though for me it makes more sense to do all the controlling upon creation of the vote. (allowing or disallowing anything after the vote has started seems cheaty)

default:

• allows all tokenholders to start one vote, but there could be restrictions
• allow legalRepresentative to start as many votes as they care
