start a nethermind only testnet for verkle at genesis

We need a nethermind only testnet to speed up testing for verkle. There is always a few bugs in new testnets and we need to wait for them to be fixed and restart the testnet (which depends on other clients also). We need a testnet where we can iterate faster, fix our issues and restart testnet as soon as possible.
