Deploy documentation for each Juno version

Problem The documentation site is deployed on every commit to the main branch. This is confusing to users who may only use the latest release.

Solution Deploy docs for each version, including the head of the main branch (similar to a dev or canary release channel). This way, users can go to the documentation site that matches the version of Juno that they are using.
