Add `available_gas` option to the cairo-run command

Check https://github.com/starkware-libs/cairo/blob/main/crates/cairo-lang-runner/README.md for reference and cairo-run command in the rust vm here. Having this option might indicate that we also need to implement the gas hint for Cairo 1 runner
