Consider how to handle L1/L2 rebalancing of ETH

We make profit in L2 fees (added to our L2 account) while paying cost (paid from our L1 account). We would need to rebalance, namely withdraw L2 ETH to L1 periodically so we don't run out of ETH in the L1.

Things to consider:

• Can it be automated or do we trigger it manutally?
  • If manually need to have scripts or clearly documented steps so devops team can handle it.
• How frequent do we want to do the L2->L1 withdrawals? If too frequent, it will cost more L1 gas to handle the withdrawals, if not frequent enough we risk L1 account running out of ETH.
  • Or we trigger withdrawals automatically if L1 ETH is below some threshold?
