Document Spark Issues Affecting the Iceberg Implementation

There are issues in Spark that are preventing either the correct or optimized operation of Iceberg under Spark. These issues should be documented and tracked in the repo, to share the reasons, what limitations the above impose and direct users towards voting on the issues near to their hearts.
