Enable Package Restore

It'd be great to support building this solution inside VS.

A better solution would be to migrate to "Automatic package restore": https://docs.nuget.org/Consume/Package-Restore/Migrating-to-Automatic-Package-Restore (it's the recommended way instead of MSBuild package restore now)
