Migrate to Proj.6

Proj.4 uses WGS84 as a pivot for coordinate transforms. The accuracy of WGS84 is completely unsuitable for modern GIS needs, particularly for consumers in Australia and the Pacific. Proj.6 allows direct transformations between coordinate systems; bypassing WGS84 and is better suited for handling time dependency in transformations between datums.
