One thing to note is that in this version TOWGS84 is deprecated. TOWGS84 is currently the only workaround I am aware of in ProjNET for performing datum transformations that libraries based on newer versions of Proj do seamlessly. I believe a prerequisite is to first migrate away from Proj4 https://github.com/NetTopologySuite/ProjNet4GeoAPI/issues/89
