ProjNet original license is here. I added a pull request so that the license can be more explicit.

FYI I have parked the original Proj.NET source code here: https://github.com/dotMorten/ProjNET And changed the license to MIT for the parts not derived from other libraries (those would be mentioned in the individual headers if they are, like GeoTools.NET, which again is derived from JTS)
