Use `ILRepack.Lib.MSBuild.Task`

This should work fine with the latest ILRepack version: https://www.nuget.org/packages/ILRepack/2.0.23

Note that I don't think ILRepack.MSBuild.Task has been updated since 2019, so I don't think the version even exists.

@KirillOsenkov Looks like the package has changed name to ILRepack.Lib.MSBuild.Task, which has a version 2.0.33. Updated the PR.
