Help with troubleshooting no overlay after getting the service up and running

This isn't an issue per se. I have the service running and the logs show it starts up fine and I check the service status and it stays running. I can't get the overlay to show up with the default top left position. I've grabbed the cookie data from sp_dc. I've been messing with this for a while but I was wondering if you have any additional tips for figuring out why the overlay is not showing. Are there any debug options to enable or anything? All I can see after restarting is:

I think maybe I am misunderstanding how this works in general. Do I have to use a browser or VLC to see the overlay or is the overlay a Windows global overlay? I thought it was the latter. My use case was trying to see the current song while playing games, so with the overlay staying over the top.

You're misunderstanding this. It's an overlay for something like OBS. It collects the playing songs and displays them through the browser. OBS can use the local website and display the song as a browser-source.
