FR: To add "show values independently of the current time range" feature

Sometimes it may be necessary useful to show a "big picture", for example a summary of month, simultaneously with more narrower graphs. So it will be cool possibility to put a heatmap-panel with "static" time range on the dashboard.

Unfortunately it is impossible since the pane don't receive data if global time range is narrowed.
