Locking desktop deletes empty pages

Description

Enabling 'Lock Desktop' while 'Allow Empty Pages' is enabled deletes all empty pages.

Expected Behavior

The desktop should be locked and empty pages should be kept as they are.

Actual Behavior

Empty pages are deleted.

Steps to Reproduce

1. Home settings > Desktop > Enable 'Allow Empty Pages'
2. Add a shortcut to a new page
3. Remove the shortcut, new page remains
4. Home settings > Desktop > Enable 'Lock Desktop'
5. New page is deleted
