[Bug] Restoring apps fail when app is only installed as system app

Describe the bug

• make backup of a system app (for example com.android.chrome) that has been subsequently updated. backup both the apk and the data
• uninstall updates to the system app
• restore both the apk and the data of the system app from backup

Expected Behavior

the both APK and data should restore properly, but instead the restore of the APK fails silently (installed app version is still the old version), but data restore succeeds
