Ignore duplicates in yara files

Would be great if it could just ignore duplicate yara rules instead of exiting.

I'm getting 403 rate limit exceed issue when upgrading, would be nice to be able to use Github Oath to circumvent this.

Fetching the latest git hash for each signature url and compare it to the hash of the recently updated signature, if there is one. This should help reduce network bandwidth.
