Delay is not removed in slow mode chats

Describe the bug The issue is quite uncoomon but annoying. If one replied in the chat with slow mode delay starts count down. But if the initial mesaage to which the reply was addressed will be removed - the counter will never counts to zero.

To Reproduce Steps to reproduce the behavior:

1. Open the chat with slow mode. Let's assume the delay is 30 seconds.
2. Reply to any message in the chat.
3. The counter for your next message starts to count down from 30 secoinds to 0.
4. The message you have replied to should be deleted in this time frame.
5. The counter comes to zero but again 23 seconds appears as delay - and it does not count dowm.
6. The only way to get back the possibility to send messages in this chat - is to force close NekoX and start again.

Logcat No need as this issue reproduces on different devices with different Android version.

Expected behavior At p.5 I expect the counter will disappear after coming to 0.

Did it already both with Telegram, Graph Messenger and Plus Messenger. The issue was not observed in those clients.
