APCs do not resume charging after being depowered to 0% cell, then repowered.

Copied from https://github.com/ScavStation/ScavStation/issues/905 APCs appear to not toggle channels back on after being completely depowered, meaning they do not charge until someone manually resets the channels.

Difference between expected and actual behavior

On Bay etc. APCs will resume charging when external power is provided.
